And this is my point. Sure, the dogs probably won't bite. And the owner knows

They won't bite because he sees them acting like they might bite (which is STILL super annoying for everyone else) but never actually bite. But the people that don't know the dogs just see loud, aggressive looking dogs and don't know that the crap they are going to do.

Dogs are dumb for all the barking and acting like they have to protect something. Owners are dumb for just letting it happen
