If the wiring is already there, it’s a DIY project
I’ve heard doing the wiring can be DIY but it depends on your layout.
In my last residence, it had Cat5 wiring but had telephone jacks connected to them (super weird that they would do that). It took some practice but eventually I replaced them all with Ethernet jacks (about 10 of them). As good as WiFi is, there’s no substitute for a wired connection. It’s worth the effort.

Just buy some a Google Mesh devices. Put one in the basement and run your Ethernet from that device. No need to run
