Agree on #1, but I think the position of the crappy recruit isn't relevant.
I would just treat him as a practice squad dude, and not count him in the depth chart, regardless of what position he technically plays. There's no limit on the number of guys you can have at any given position, just the number of guys on the team overall.
I agree that it matters a lot just how good that top guy is. For a 5*, I'd sign the drum major of his high school marching band if it brought him on board.
