I don’t think the “fought in a war” clause is totally airtight.
Mercenaries and people who accept pay to make war are murderers in my estimation. Those who participate in wars of aggression are murderers as well. Only those who fight in defense of themselves or in defense of others are covered under the “fought in a war” clause.
