Yes. I think so. I think the market has already spoken. Fabless design firms are the way of the world now.
Intel can either become a fabless design firm and compete in a thousand increasingly smaller niches. Or they can invest heavily in becoming a domestic foundry (likely with massive government investment as well) and compete with TSMC to be a world foundry titan. I think Intel is better suited for this route and I think this is the route that offers the most future profits and has the side benefit of strengthening America's geopolitical strategy.
