Rethink what you believe is a starter home
400k is not a necessary expenditure for a couple srarting a family. You will be just fine in 1500 square feet.
A quick look and it appears there are many homes and townhomes up to 2000 square feet for under 350ish in the ogden and north area.
The exteriors may be dated on some but many have redone interiors.
Adjust your started home perspective and plan to move when kid one starts first grade.
The entry market also weathers downturns if there is one.
