Could just be that the SEC has played enough games to cycle out last year's
results and the Big 10 has not so they are still receiving a boost from last year.
Most years everybody's last year results get cycled out at roughly the same time as everybody is playing the same amount of games. I don't think Sagarin has said how it is working this year but I imagine he has to keep last year's results in for teams with not very many games or the ratings go haywire.

He relies on prior year rankings until there is connection between groups of teams. With no OOC, those connections won’t
