Could just be that the SEC has played enough games to cycle out last year's
results and the Big 10 has not so they are still receiving a boost from last year.

Most years everybody's last year results get cycled out at roughly the same time as everybody is playing the same amount of games. I don't think Sagarin has said how it is working this year but I imagine he has to keep last year's results in for teams with not very many games or the ratings go haywire.
