The more and more veiled they make the incident and release findings of "internal investigations" it just looks more and more like a coverup. I can't believe organizations haven't figured out PR 101 at this day in age. The President should have come out immediately and stated what was said, what she meant it to mean, apologized to anyone who she may have offended by her poor choice of words, and re-emphasized her commitment to fairness and inclusivity. Then it's done.
Instead they get defensive, dismiss the players concerns, and a month later say "see, we did our own investigation and found we are above reproach!" That kind of things just ticks people off. If she didn't mean it the way it was interpreted explain it, otherwise it just looks like you are guilty and are covering your behind.
