You are SUPPOSED to use the LEFT lane to go around people
I cant speak for him but, I will use the right lane to pass someone driving slow in the left lane. Thats not how its supposed to work and I still get frustrated by it.
I live in Arizona and often see "keep right except to pass" on 2 lane highways. I wish those signs were everywhere and that it was an enforced law
