I've lived in Italy, United Kingdom Germany, Guam, Iraq, Kuwait
Visited Japan, Korea, Mexico, Guatemala, Honduras, Belize, Jamaica, and several others. Never been asked to not flush toilet paper.
In fact, even when I visited the Pacific coast of Costa Rica, flushing toilet paper was no issue. Evidently they're more advanced on that side.
