Your niece is an example of what I mentioned above. She got put in relatively high category based on her stats, but they've decided they need to reject a decent percentage of students like that. It used to be that she'd be automatic, but there are a lot of students like that now and they can't / don't want to admit all of them. They want to have some students with worse grades and scores.
