I think it depends on the publication, but I think that you're charged for the length. You can always trim it back and have a longer tribute to distribute to family and friends, but I'd say to add to what you've got here, I'd just put in her interests, her accomplishments in life, maybe something quirky she liked to do or say, and then of course the part about surviving family members.
Again, I'm very sorry for your loss. She sounds like a great person, and I'm sure her absence will be felt.
