That's actually normal for new homes. Earthquake insurance premiums are highly
dependent on the age of the home and construction method. New, stick frame homes do pretty well in earthquakes.

My home is 5000 sq feet of mostly cinder block structural walls. Cinder block is really strong and holds up great against wind, fire, and water. However, it will crumble in an earthquake. Earthquake coverage for me would have been $2000-3000/year. That was 5 years ago. I assume it would be more today.
