Assuming everyone knew ahead of time what his career yardage numbers would be, but nothing else, he might even go #1. Someone would take that sure thing of 35K yards over the potential of some other guy to be HOF, but a greater chance of flaming out or getting injured early in his career.
Unless I'm forgetting someone, only four QBs associated with state football have had notable NFL careers: Young, McMahon, Smith, and Mitchell. Young stands way out from the other three, and McMahon's career wouldn't have been anything special except for the ring.
