There's really 5 schools that would be the top options - BYU, UCF, Cincy, Houston, Memphis
Based on market/population/student body, you'd want UCF, Houston, or Cincy
Based on geography, you'd want Cincy, Memphis or Houston
Based on recruiting prowess, you'd want UCF or Cincy
Based on NFL draft picks produced, you'd want UCF or Houston
Based on on-field results, you'd want UCF or Cincy
Based on television viewership you'd want UCF, Cincy or Memphis
Based on recruiting geography you'd want UCF or Cincy
Based on football history you'd want BYU or possibly Cincy (previous BCS conference affiliation)
Based on basketball you'd want Houston (best now), Memphis (best history/upside) or Cincy (combination of history and current play)
That's all without considering any external factors, which hurt Houston (Texas infighting) and BYU (Sunday play and LGBT issues). But every time I look at this, it seems that Cincy+UCF is the most logical choice for the Big 12.
