Pay more and be more flexible. Thats just the way it is now.
Tons of entry level employers have adapted to pay more money and provide unprecedented levels of flexibility. Thats just what the modern younger workforce demands now. Too many merchandising jobs are 10-20 years behind when it comes to this. Still not allowing employees reasonable time off, demanding they "shift trade" or get written up for calling in sick, requiring certain rotations for all employees. Its archaic.

A couple things that have worked for employers in that space:

Upping the pay for everyone
Adding a bonus of 10-15% for weekend hours
15 or more paid days off.
Increase employee discounts. Put a cap on dollar amount spend if you are worried about abuse.
Pay a bonus for coming in on short notice for call outs.
Pay a bonus to EVERYONE for sales goals. So many merchandising jobs only pay to the store managers. It creates a horribly toxic environment where the managers micro manage to get their goals and everyone else resents them for doing the actual work and watching the manager get the reward. That dog don't hunt no more.
