Even better is paying a consulting firm to audit an in-house staff group
when no one in said consulting firm has practical experience working in such a staff group and ultimately makes a series of recommendations that would reduce the efficiency of said staff group. Nevertheless, management feels compelled to implement said recommendations because they don't want to feel like they wasted the money on the consulting firm.
