Fact here is that the University Board of Trustees and President blew this. But BoT most of all.
The BoT needed to be more decisive. They weren't, so there is still a mess being cleaned up.
The state legislators at the Utah Department of Higher Ed should have put more pressure on them, but they froze as well.

At the very least they should be kicked out of the PAC12. Can't have a member bringing shame like that to the conference
