The FDA has exhaustively reviewed this for decades.
Their conclusion is that they are safe and there is no evidence they cause or exacerbate diabetes; nor do they cause cancer.
Plenty of poor to average studies suggest they correlate with diabetes and weight gain, but it’s just a correlation.
