I think it depends on what you mean by "fireworks".
I don't think any random citizens should be firing off aerials this year. I think cities that don't have relatively safe places should probably reconsider the large fireworks shows too.

But I live in the middle of town - if I were to put some fountains in the road (thinking of fireworks that were legal 15 years ago), there's really no risk of there being a fire.

I suppose you can't necessarily trust everyone else to use common sense and reason - so maybe that means no fireworks. But I think some could be lit off safely.
