Could be because of other problems, warnings to hunters, etc. Approached the right way, he might have zero issues. It will help if your work will improve his own property or access in some way.

Yes. It’s recorded at the county. It’s a gravel/dirt road.

He should be able to post signs, etc., but he shouldn't block your access with a gate unless it can be easily opened.
