They had clauses in their contracts that payouts increased with expansion

It kept the per school amount the same for up to 14 or 16 teams. So adding schools wasn't going to hurt their annual payouts. But they allowed the networks to eliminate this provision by throwing them some extra cash which stopped the expansion momentum (and saved the networks hundreds of millions).
