Offense makes a substitution on a play and the play clock is winding down, because of the substitution on Offense the Defense is allowed to make a sub so the defense Subs out a player and the new player coming in slowly walks to position and will not be onside and in position before the play clock gets to zero…. What is the offense suppose to do? If they snap the ball they get a warning and presumably the next time it happens they get a penalty.

If they don’t snap the ball then they get a penalty regardless…. What’s stopping the D from slow playing a sub every time.
