I wouldn’t say corrupt but intimidated by the situation might fit.

They were clearly unwilling to make a call as seen by both side judges not wanting to rule on the sideline catch by ASU in 4th.

In the first half they were happy to nit-pick, but got scared in the end.

Not sure if that’s a net negative though. Certainly can be dangerous.
