Not at all. The P12 is simply trying to make the P12 Network relevant.
It is a cash grab to see if they can get in-market rates for those two programs. The problem is that TCU's follow is limited in DFW, so those carriers may not even pick up the channel. Houston has broader appeal, but its debateable whether those local carriers would pick up the P12Net either.

Here's the real question:
If the Pac-12 grabbed TCU & Houston and then the B12 grabbed Memphis & Boise State (and possibly SDSU & Colorado State), which conference would have made the larger in-roads into the other conference's turf?

Answer: The Big 12 with BYU, Boise, SDSU & CSU.
