It sounds like it’s burning more gas than it can replace. So a bad gas cap isnt
Venting enough to allow the gas to be replaced. Or something else in the gas line is restricting the gas from getting there fast enough.
It doesn’t sound like a pilot jet or spark plug to me.

Try running it w/out the gas cap. Does the behavior change?

So it would start to die out, and then kind of rev up again, die, rev up, etc

Sounds like your cap might not be venting, but that's probably not all.

I had this happen on a motorcycle once. A spider web in the gas cap had blocked
