My mom works in Dining Services and told me the reason they have been running out of cougar tails is because dining services is extremely understaffed. There was only one person making the cougar tails in back to back to back weeks of games, and he was working 60 hour weeks baking and then freezing them so they could be ready for game day.

So if you are going to blame anything on the lack of cougar tails in the stadium, blame the lack of workers Dining Services has, they are so short staffed it isn't even funny.
