up to the plate quicker. There are some batters who are atrocious for how many times they step out and who will call time right after a pitcher sets. I'm sure it is all a mental game they are playing - but it is equally annoying to me.

Umpire is not allowed to grant a batter time when a pitcher comes set. It is in
