3 weeks is not a lot of time, but here's my home run suggestion:
There are several create-your-own book in print services on the web. Gather some great photos of her, the kids, you two together, etc. Write down some memories of her, or gather them from other people, and create a book. It should cost less than $100 and she'll treasure it, and you'll probably get really lucky.

Best one ever went to was a full on luau with pig in a pit & poly dancers. Of course, they divorced a few years later.
