risk. Drivers who are a risk to others are required to purchase insurance so that they are less of a risk to others. We live in herds. Members of the herd should be able to reasonably expect that others in the herd won’t put them in harm’s way.

Again, I don’t think this is a religious issue. At least it shouldn’t be.
