It's just too easy to restrict the west. A blockade of Southern California would be enough to cripple the west. There are so few ports north of San Francisco that they couldn't possibly move enough goods to sustain the country. The Mississippi is in the east so that's the primary highway of goods and crops.

More money, more people, better geography (I don't mean prettier), etc.
