False. The committee chooses the matchups and who is in the bowls. The teams
that are selected are 100% based on the committee rankings. The only way a lower ranked team gets selected over a higher ranked team is if they have an auto bid. As for the matchups, those are also selected by the committee, though I believe the bowls can give the committee their preferences for the committee to consider.
