It appears that you have it backwards

Signing a grant-in-aid form is why the NCAA made the year rule for sitting out. You can only sign one if you're planning on enrolling the next semester. Kids back out of NLls all the time without penalty, if they can get the coach to waive it, because they can't sign a grant-in-aid form until summer.

No.. Only HS kids sign a LOI. Transfers get locked in when they enroll.
