because that would be "unfair" to those living in other states, why even have states at all? The truth is, no, you don't get equal access to the resources of a state you do not reside in, because you do not contribute as much to it as its residents. Simple as that. Every state is the same in this regard as to the allocation of its resources. And to be clear, my proposal wasn't to completely prevent those from other states or countries from visiting the natural wonders of Utah, it was to prevent restrictions being put on Utahn's from enjoying their own state due to the mass influx of out of state and international tourists, who are the source of the overcrowding, graffiti, and litter. It is a problem created by the tourists and not one created by native Utahn's and as a result it should be the out of staters and international visitors who get to deal with the remedy to the problem they created, which would be the lottery system.
