Did you see the part about state parks? Because those are state.
You see, we have this thing called the Constitution and it divides power on the federal level amongst three different branches, but it also creates this system of federalism where power is shared between the national government and each of the 50 state governments. (And municipal governments.)

The tenth amendment's got you covered on the state parks and municipal parks, but the supremacy clause nips you in the bud when it comes to National Parks. They don't belong to states. They belong to all of the people of all of the states.

You have just as much right to access Acadia National Park in Maine as you do Zion's National Park in Utah. It's a Constitution thing.

So if you want to do that, your actual technique would be to eliminate the national park system and turn all of the national parks over to the states.

I will be honest, I'm a fan of reducing federal power any way I possibly can. If you can get the federal government to give up the National Park system, I'm right there with you.

But as long as they are National Parks...they're National Parks. All 330 plus million of us have the same rights of access.
