There's token competition anywhere; that's not the same
Nowhere will outright promise him the starting job, but those schools offer a lot better chance than going up against an entrenched starter.

Oklahoma's current QB plan was former walk-on Ralph Rucker or incoming true freshman Nick Evers (who rated above Conover as a recruit, but below Dart). They added Dillon Gabriel, but he's a transfer same as Dart so wouldn't have an advantage there, especially given that he lost last season to injury

West Virginia has a decent 3* in Garrett Greene who will be a sophomore and hasn't played meaningful snaps yet. Greene rates below Conover as a prospect.

At Ole Miss, the current leader is true soph Luke Altmyer, who rated above Conover as a recruit, but below Dart. He's played very limited time this year and looked bad.

In any of those cases, the team would at least hold a competition, but Dart wouldn't be going up against an incumbent in any of them and would be the heavy favorite in all of them. In West Virginia Dart would actually have an incumbency advantage since his OC at USC (Graham Harrell) just left to WVU and is bringing that system to Wear Virginia.

So there's 3 schools that both clearly have less competition and are higher profile. From Dart's perspective (unless the desire to be local or the LDS ties are overwhelming), neither BYU nor Utah makes a lot of sense.
