This doesn't feel like "Utah is so bad, we're surprised they hung around"
It's more like "Utah had a real chance to win and then let it slip through their fingers." By 18. Which is silly. I get the scenario you're pointing out but I don't think it fits here. Not because Utah isn't bad, but because the writer doesn't think or state or imply anything like that. The implication is rather "Shoot, could have had that one" when there was zero chance they could have had that one.
