Is the subordinates job to identify problems and wash their hands of them?
It also makes a big difference if we’re talking a fast food worker vs a professional setting

I don’t need you to come with the perfect solution, but if you come and say “sorry boss, couldn’t do X because of Y,” and then I find out that you did nothing to even try to resolve Y, or don’t even have an idea like “but I think if I do this Y will be fixed” I’m going to assume you are lazy, or helpless, or both.

If you tried to fix it and couldn’t, or want to run an idea by me, or need me to work with another team to prioritize fixing Y, then fine.

Otherwise you’re just identifying work and waiting for someone to hold your hand.
