Conover would be easier to beat out than Rising but not Hall
Rising is a good QB and fits/knows that system well. He will also be there 2 years. Utahs system also isn’t going to prepare him the way BYU, Ole Miss, USC, and OU system would. Obviously Ludwig’s offense was great this year but it’s not going to crank out first round QBs
