Despite that I think I'd rank him #3 of those guys (unless we are concerned about Taysom's injury) and so I think that definitely puts BYU ahead.
But I think the bigger difference is the number of guys that BYU has put into the NFL at quarterback - even if they don't have success, they're getting opportunity.
In the last 15 years (2007 through 2021), one Ute QB has made it into the NFL - Tyler Huntley as an UDFA.
In that same span, 4 BYU QBs have made it to take snaps - John Beck (2nd round, 2007), Max Hall (UDFA, 2010), Taysom Hill (UDFA, 2017), Zach Wilson (#2 overall, 2021). I'm also not completely convinced Jaren Hall goes as high as others here assume, but he certainly has a better NFL shot than Cam Rising.
Sure you can go back further and include guys like Alex Smith or Scott Mitchell... but then you can also include guys like Detmer, Young, McMahon.
Bottom line - the biggest factor is that BYU has put QBs into the NFL at a higher frequency than Utah, irrespective of how they've performed once they got there (though I would argue that BYU QBs have also performed better once in the NFL)
