Because he wants to stay at QB, not play safety.
He's seen the historical trend at Utah. He'd be switched to defense after one year. There's also the very real past performance of highly ranked QBs suddenly going QB stupid in an offense that doesn't value passing. Plus the year to year turnover at the OC position.
