Utah was one of many mediocre programs before then, and even after 2004 they were one of many smaller programs that had a random good year. Could be Central Michigan or Or Hawaii or some other team that has a one-off big year.

No reason for the SEC to note them before then. The program has improved a lot since then. It's the equivalent of someone back East saying they did t really know BYU before the 1980 season and the Miracle Bowl. We'd been mediocre or bad for a long time, then a few good seasons but nothing to stand out and then a big win. Key is keeping it up after that.
