This explicitly bans booster groups (like CougConnect) from talking to recruits about NIL deals, it does not stop them from contacting current players.
I think they'd like to ban NIL deals entirely for recruits — to require them to be enrolled in a university first — but I believe the worry of a "legitimate" business suing because they want to give a deal to a particular recruit to advertise for them, especially if they aren't trying to steer that athlete to a specific school (though they may still want them at a "name" school that will help enhance the athlete's image).
In particular, this rule is aimed at schools like Texas A&M, which allegedly had an NIL booster group offering millions in an NIL deal to get top transfers to A&M.
