I think it's the wrong decision because lower speed limits does little to reduce
actual speeds on the road unless it's coupled with heavy enforcement, and I don't see that happening.
There are better ways to reduce speeds and better protect bikes/peds in the process, but they cost more and would take longer to implement than changing out speed limit signs.
