for drivers to drive the slower speeds, that works well. But if all you're doing is lowering the speed limit signs and leaving the physical environment the same.....that is a bad idea. Most drivers won't respect it and then you turn the law-abiding people into villains that the other drivers want to run off the road, and that isn't good for anyone. There are LOTS of studies that back up this reality.
