Look at some high dividend stocks rather than liquidating. At 60 she should be
repositioning for retirement anyway. Is she working still? Depending on her income it might be ok to start her roth ladder.
Have someone help her out who knows the game.
Don't go all cash. If she has money she should be buying right now.
