If she doesn't need the money until 65+ there's no need to withdraw or even sell
(as has been pointed out this is not the same thing). The market is likely to have recovered from whatever bottom we're headed for in 5 years time. I wouldn't try to time the market and sell now, even if we are likely looking at a lower bottom than where we are now.

That said, at her age, she probably shouldn't have everything in equities. I-bonds would be an ok place to put a nice chunk of it.
