The only time we've seen someone be hired as a HC that wasn't a member was a promotion from within for a low-visibility sport coming off of a national championship.
It's a de facto requirement in all but the most extreme circumstances. I'm not saying it's a good one or that LDS coaches are better with the honor code. I'm just stating what is, not what I think should be
