And also expansion will be about things that directly impact all 4 of them and wouldn't start until after they are all in (vote would be before but entrance would be after)...
So both can be true that they did not have a vote this spring about the upcoming 2022 season AND they may have votes about 2024 (or beyond) expansion candidates.
Quotes do not provide enough details about contract to verify this new situation where they may meet/vote about 2024 stuff and beyond...certainly now knowing all 4 will be in by 2023 is different and meetings about 2022 have concluded so perhaps now they all do have votes about 2023/beyond measures.
