Why is it always someone else's fault. It literally took me less than 30 seconds to find the following:

First-time License (Out-of-state Transfer Over 18)

Be 18 or over (if not, see the requirements for teen drivers).
Provide proof of identity.
Provide proof of Social Security number.
Provide proof of Texas vehicle registration and liability insurance, if you own a vehicle.
